The rule introduces fixed admission caps of up to four years, mandatory federal extensions through USCIS with biometric vetting, a reduced 30-day grace period after graduation, and tighter restrictions on program changes. After decades of lax oversight that effectively encouraged forever students, this reform is poised to curb long-term overstays and reduce the pool of illegal immigrants who exploit Americas generosity instead of respecting its laws.
