Rep. Summer Lees (D., Pa.) congressional office is facing an ethics complaint alleging improper use of official House resources and a notorious progressive social media platform for partisan political activity.
According to the Washington Free Beacon, the complaint, submitted July 22 to the House Ethics Committee by one of Lees constituents, centers on Philip Bennett, Lees director of operations, and his control of the Instagram account Dear White Staffers. The constituent is urging investigators to examine whether Bennett used the account to promote favored left-wing candidates such as Michigan Senate hopeful Abdul El-Sayed and to engage in conduct not reflecting creditably on the House.
While the complaint does not accuse Lee herself of committing a specific improper act, it explicitly names her on the grounds that every member is responsible for ensuring that employees are aware of and adhere to House rules and that House resources are used for proper purposes. That standard places the onus on the Pennsylvania Democrat, a member of Rep. Alexandria Ocasio-Cortezs (D., N.Y.) far-left squad, to ensure her staff do not convert taxpayer-funded positions into campaign operations for the progressive movement.
The Dear White Staffers account, once an anonymous forum for junior Hill aides to vent about workplace grievances, has evolved into a megaphone for hard-left activism and anti-Israel agitation under Bennetts stewardship. The complaint notes that Bennett now uses the platformfollowed by close to half a million usersto broadcast virulent rhetoric, including a recent post urging Immigration and Customs Enforcement agents to kill individuals named in the Jeffrey Epstein files, a call that figures prominently in the filing.
On or about July 14, 2026, the account copublishedvia Instagram's 'collaborator' feature, which jointly credits and displays a post on both accountsa post by activist Ariana Jasmine stating a desire for 'my tax dollars to be used for ICE to hunt down and [shoot]/[kill] the people in the Epstein files, not random immigrants,' followed by 'I said what I said' and a dare to sue, the complaint states. By copublishing and adopting this post to an audience of roughly 380,000 followers, the account amplified a call for federal agents to carry out extrajudicial killings, the document continues, even as the filer notes that the follower count is actually higher.
The complainant argues that such conduct, especially when tied to a senior staffer in a sitting members office, crosses a bright ethical line set by the House. Regardless of whether the words were originally the collaborator's, associating the operative of a House office with the promotion of extrajudicial violence, does not reflect creditably on the House within the meaning of House Rule XXIII, clause 1, which requires that Members, officers, and employees behave 'at all times' in a manner that reflects creditably on the House.
Bennetts online behavior is part of a broader pattern of radical activism that has raised concerns among constituents who expect congressional staff to uphold basic standards of decorum and respect for U.S. allies. In the immediate aftermath of Hamass Oct. 7 massacre in Israel, which left 1,200 people dead, Bennett joined ceasefire protests that erupted in progressive circles nationwide and later boasted about being arrested during one such demonstration.
It was really powerful. I didn't have any plan. I was arrested with all of them. I was in my work clothes. They were wearing matching T-shirts, Bennett said in an Oct. 20, 2023, interview with the New Arab, describing his participation in the protest. For critics, that episode underscores how deeply embedded far-left activism has become within some Democratic offices, blurring the line between public service and ideological agitation.
The complaint also highlights the accounts explicit promotion of liberal candidates, including Abdul El-Sayed and William Lawrence, an anti-Israel activist now running for Congress in Michigans seventh district. Such activity, if conducted on official time or using House equipment, would directly implicate long-standing prohibitions on converting taxpayer-funded resources into campaign tools.
House rules prohibit using official resources House-issued equipment, House networks, and official staff time for campaign or political purposes, whether for the Member's own campaign or any other candidate, and whether to support or oppose, the complaint notes. The account is reported to be operated by a full-time Director of Operations and posts throughout the standard workday, raising the possibility that Bennetts online activism is occurring while he is on the public payroll.
The ethics concerns were brought to the committee by Jeremy Kazzaz, a Pittsburgh resident, Lee constituent, and cofounder of the Beacon Coalition, a Jewish issues nonprofit that combats antisemitism and is unaffiliated with the Washington Free Beacon. Lees district includes Squirrel Hill and the Tree of Life synagogue, the site of the 2018 massacre of Jewish congregants, yet local rabbis have accused her of using openly antisemitic rhetoric despite representing a community still scarred by anti-Jewish violence.
During her tenure in Congress, Lee has distinguished herself as one of the Houses most stridently anti-Israel voices, often aligning with the far-left flank of the Democratic Party against bipartisan majorities. In October 2023, in the wake of Hamass atrocities, she voted against a resolution affirming that the House stands with Israel as it defends itself against the barbaric war launched by Hamas and other terrorists.
The following month, Lee opposed another resolution condemning support for terrorism on college campuses, a stance that alarmed many Jewish and pro-Israel voters already wary of rising campus radicalism. In February 2024, she addressed a banquet for the Council on American-Islamic Relations, an organization that multiple states have designated as a terrorist group, further cementing her alignment with controversial Islamist-linked entities.
Lee has also associated with figures on the far-left fringe of political discourse, including social media personality Hasan Piker, who once declared that America deserved 9/11 and referred to Jews as inbred. For conservatives and many moderates, such alliances reflect a troubling comfort with anti-American and antisemitic rhetoric that has no place in mainstream politics, let alone in the office of a member of Congress representing a community devastated by antisemitic terror.
Kazzaz, explaining his decision to file the complaint, emphasized the need for accountability and transparency in how congressional staff wield their influence online. I think that it's important that we know we have transparency into what's going on in DC, and I think this account has grown increasingly extreme, and as far as how much it campaigns for members and embrace of political violence, and attacking sitting members of Congress directly, Kazzaz told the Free Beacon.
A representative for the House Ethics Committee declined to comment on the status of the inquiry, in keeping with the panels usual practice of confidentiality during preliminary reviews. Rep. Lees office did not respond to multiple requests for comment from the Free Beacon, leaving constituents and observers to await whether the committee will formally investigate the alleged misuse of House resources and the increasingly radical conduct tied to one of her top aides.
