Lindsey Graham, former Georgia Sens. Kelly Loeffler and David Perdue, and former Trump official Michael Flynn.
This recommendation stems from the ongoing investigation into the alleged attempts to overturn the 2020 presidential election results in Georgia, as stated in the panel's final report released on Friday.

Fulton County Superior Court Judge Robert McBurney had previously ordered the partial release of the special grand jurys report in February. However, he refrained from releasing its recommendations on potential prosecutions, citing the need to safeguard individuals' due process rights.
The partial report suggested that a majority of the grand jury members believed that one or more witnesses may have committed perjury during their testimonies. The report further recommended that prosecutors should consider indictments against these individuals, provided the district attorney finds the evidence compelling.
The Trump campaign had vehemently criticized the report at the time of its release, asserting that it had "nothing to do with the president because President Trump did absolutely nothing wrong."
Subsequently, Trump and 18 others were indicted by Fulton County District Attorney Fani Willis. The charges against Trump included one count of violation of the Georgia RICO Act, three counts of criminal solicitation, six counts of criminal conspiracy, one count of filing false documents, and two counts of making false statements. Trump has pleaded not guilty to all charges.
The list of those indicted also includes former Trump chief of staff Mark Meadows and former Trump attorneys Rudy Giuliani, John Eastman, Sidney Powell, Jenna Ellis, among others. Each defendant has been charged with at least one count of violating the Georgia RICO Act.
