Pennsylvanias Democrat Governor Josh Shapiro is advancing a sweeping regulatory overhaul that quietly strips the words woman and mother from key sections of the Commonwealths health code, replacing them with sterile, gender-neutral terminology in the name of ideological conformity.
According to The Gateway Pundit, the Pennsylvania Department of Health has introduced a 502-page proposal revising 28 Pa. Code Chapter 27, the section governing communicable and noncommunicable diseases, which was published in the Pennsylvania Bulletin on August 8. Buried in the dense legal text are multiple edits that erase sex-specific language and substitute phrases such as individual and postpartum individual, even in provisions that deal exclusively with pregnancy, childbirth, and postpartum care.
The changes, first flagged by The Daily Wire, reveal a systematic effort to recast motherhood as a gender-neutral condition rather than a uniquely female reality. The Shapiro administration apparently believes the words mother and woman are now too offensive for Pennsylvanias official health regulations, a move that aligns neatly with the broader agenda of the radical gender-identity movement.
Under the proposed revisions, the health codes definition of perinatal HIV exposure would no longer refer to a pregnant woman or mother of a newborn. Instead, that clear and biologically accurate phrase would be replaced with the vague formulation a pregnant or postpartum individual, effectively reducing mothers to anonymous units in a bureaucratic spreadsheet.
In another section addressing syphilis testing following a stillbirth, the word mother is repeatedly crossed out and replaced with postpartum individual. This is not merely an effort to simplify outdated legal language; it is a deliberate ideological choice to strip away sex-specific terms from regulations that, by definition, concern women and only women.
Pennsylvania Republican State Senator Michele Brooks has reportedly condemned the changes, noting that the Department of Health managed to inject radical gender language into hundreds of pages of new government mandates. Her criticism underscores a growing concern among conservatives that public-health policy is being subordinated to activist-driven word games rather than grounded in biological reality and common sense.

No amount of bureaucratic wordplay from the Shapiro administration can change those basic biological facts, yet this is precisely how the radical left advances its cultural project: First, it demands that Americans accept absurd terminology. The proposed Pennsylvania regulations are not yet final, and the Independent Regulatory Review Commission notes that the package was received on June 4, published on August 8, and will remain open for public comment through September 21, 2026. While the broader overhaul updates disease-reporting requirements and other public-health provisions, somewhere within that massive rewrite, Shapiros health officials decided it was necessary to scrub woman and mother from the very sections that deal with pregnancy and childbirth.
That decision was ideological, not medical. Mothers are not postpartum individuals, and pregnant women are not faceless individuals.
This is not inclusion. It is the deliberate erasure of women, motherhood, and biological reality by a Democrat administration captured by the most radical elements of the gender-identity movement.
