A veteran conservative operative with deep ties to both Capitol Hill and the think tank world is poised to assume one of the Trump administrations most influential national security posts.
Michael Needham, now serving as counselor at the State Department, will become assistant to the president and deputy national security adviser, a position that places him at the center of an administration confronting high-stakes challenges involving Iran, China, Cuba and Venezuela. According to the Daily Caller, the move underscores President Donald Trumps continued reliance on policy hands who share his America First instincts and are skeptical of the bipartisan foreign policy establishment that dominated Washington for decades.
Mike has been a key player in delivering President Trumps overwhelming foreign policy successes, Republican Florida Sen. Marco Rubio said in a statement to Axios. In his new role as Deputy National Security Advisor, Mike will continue to implement the Presidents America First agenda and build upon the historic record of the Trump National Security Council.
Needham will fill the vacancy left by Robert Gabriel, a key figure in the administrations earlier national security reshuffle. White House Chief of Staff Susie Wiles recently praised Gabriel as a trusted confidant and dear friend to me and his White House colleagues, Axios reported, signaling that the transition reflects continuity rather than internal turmoil.
For six years, Needham ran Rubios Senate office as chief of staff and previously led Heritage Action for America as chief executive officer, according to his State Department biography. He has served as State Department counselor since January 2025 and took on the added responsibility of directing the Secretarys Policy Planning Staff in September 2025, giving him a front-row seat to the administrations strategic agenda.
His elevation follows last years overhaul of the National Security Council, when the Trump White House cut NSC staff, placed roughly 20 officials on administrative leave and installed Vice President JD Vances national security adviser Andy Baker and Robert Gabriel as deputies, CBS News reported. That restructuring was widely viewed as an effort to streamline decision-making and curb the influence of career bureaucrats often aligned with more globalist priorities.
Needham has maintained close ties with Vances team, Axios reported, reinforcing the ideological alignment between the vice presidents office and the NSC. Everyone likes Mike. He gets the policy. He gets the politics, a senior administration official told the outlet, suggesting he is seen as both a strategist and a coalition-builder inside the West Wing.
He also played a role in Rubios recent push to broker direct talks between Israel and Lebanon, the first such negotiations in decades, Reuters reported, highlighting his involvement in sensitive Middle East diplomacy. Needhams move to the NSC sets off a broader reshuffle at State: Axios noted that Rubios current chief of staff, Dan Holler, will become counselor and acting director of policy planning, while Matt Rhodes, now chief of staff to the counselor, will step into Hollers role, ensuring that the departments senior ranks remain firmly in the hands of conservative policy professionals.
