Emails Reveal Chilling Police Warning Ignored Before Alleged Illegal Immigrant Killer Struck In Virginia

Fairfax Countys left-leaning criminal justice experiment is under renewed scrutiny after documents revealed that Commonwealths Attorney Steve Descanos office declined to keep in custody an illegal immigrant with a long, violent record who now stands accused of murdering a Virginia mother at a suburban bus stop.

According to Conservative Daily News, newly released Freedom of Information Act (FOIA) records show that prosecutors were fully briefed on the danger posed by Abdul Jalloh, an illegal immigrant from Sierra Leone who entered the United States unlawfully in 2012 and has been arrested more than 30 times. Jalloh is now charged with the Feb. 23 killing of 41-year-old mother Stephanie Minter, whose body was discovered at a bus stop in Hybla Valley, Virginia, with multiple stab wounds to the upper body according to the Department of Homeland Security (DHS).

Internal emails show Fairfax County Police Major Jeff Mauro directly warned Jenna Sands, the Fairfax County Chief Deputy Commonwealths Attorney and top deputy to Descano, about the risks of releasing Jalloh back into the community. Mauro cited Jallohs extensive criminal history, including stabbing multiple people and sexually assaulting a woman, and pressed the prosecutors office to take his escalating violence seriously.

Mr. Jalloh is one of the repeat (and violent) felony offenders I expressed concern about when we met, Mauro wrote in an email to Sands. Mauro went further, making clear that the threat was not hypothetical and that the countys permissive approach to prosecution was courting disaster. He explained that he was concerned that it is not a question of if, but rather when he will maliciously wound (or worse) again.

Public records posted on X indicate that Fairfax County police had encountered Jalloh 178 times, a staggering figure that underscores how often he cycled through the system without being removed from the streets. Among the alleged offenses, Jalloh is accused of attacking an elderly person, stabbing an individual in the head, and raping a woman after choking her.

Despite this record, Sands defended her offices handling of the case in comments to NBC Washington, blaming the inability to secure victim cooperation for the failure to move forward on multiple prosecutions. In multiple cases, we were unable to move forward with prosecution because victims could not be located or contacted, despite considerable effort from our police department to bring them to court, she said.

Yet an email posted to X appears to contradict that narrative, showing that Fairfax Deputy Police Chief Brooke Wright explicitly asked prosecutors to consider prosecuting without a victim in court given the severity and pattern of Jallohs alleged crimes. Wright wrote that Sands had indicated she was on board with that approach, raising questions about why the office ultimately did not pursue more aggressive action.

Fairfax County officials did not respond to the Daily Caller News Foundations request for comment, leaving residents without a clear explanation as to why a man with such a record remained free. The silence from local leadership only fuels criticism that progressive prosecutors are prioritizing ideological reforms over basic public safety.

At the federal level, DHS officials are now openly pressuring Virginias Democratic leadership to stop shielding violent illegal immigrants from immigration enforcement. Deputy Assistant Secretary of DHS Lauren Bis called on Virginia Democrat Gov. Abigail Spanberger to not release violent criminals without notifying Immigration and Customs Enforcement (ICE), warning that sanctuary-style policies are putting American citizens at risk.
