Ohio Senator Bernie Moreno, a Republican, has put forth the Exclusive Citizenship Act of 2025, a bill designed to terminate the practice of dual citizenship among American citizens.
The proposed legislation seeks to prevent U.S. citizens from retaining citizenship or nationality in another country, citing potential conflicts of interest and questions of national loyalty.
According to Breitbart, the bill stipulates that U.S. citizenship cannot coexist with any legal status that obligates an individual to a foreign nation. Those who willingly acquire foreign citizenship after the law is enacted would be considered to have voluntarily given up their U.S. citizenship.
Current dual citizens would be given a one-year grace period to make a choice: formally renounce their foreign nationality or surrender their American citizenship. Non-compliance would result in the individual being deemed to have voluntarily renounced U.S. citizenship under the Immigration and Nationality Act.
The legislation defines "foreign citizenship" as any status acknowledged by a foreign government that bestows nationality or citizenship upon an individual, or imposes a loyalty obligation to that country. It mandates the Secretary of State to issue regulations for the declaration, verification, and record-keeping of exclusive citizenship, and to collaborate with the Attorney General and Secretary of Homeland Security to update federal systems as needed.
The Secretary of Homeland Security is also required to publish a notification of compliance requirements in the Federal Register.
Senator Moreno underscored the symbolic and civic significance of exclusive national loyalty, drawing from his personal journey to becoming a naturalized U.S. citizen. "One of the greatest honors of my life was when I became an American citizen at 18, the first opportunity I could do so," Moreno stated.
"It was an honor to pledge an Oath of Allegiance to the United States of America and ONLY to the United States of America! Being an American citizen is an honor and a privilegeand if you want to be an American, its all or nothing. Its time to end dual citizenship for good.
This initiative aligns with Moreno's previous legislative endeavors, such as the HIRE Act, aimed at discouraging the outsourcing of American jobs, and the SAFE HIRE Act, designed to penalize corporate executives who employ illegal aliens.
These legislative efforts by Moreno are part of a broader Republican strategy to tighten regulations around U.S. citizenship in federal service. In a similar vein, Rep. Randy Fine (R-FL) introduced a bill in October that would bar individuals with foreign citizenship from serving in Congress.
Fine contended that elected officials should exhibit undivided loyalty to the United States and framed his bill as a response to allegations of dual loyalty, particularly against pro-Israel politicians.
During a recent Breitbart News policy event, Moreno reiterated his stance, distinguishing between legal citizenship and illegal presence in the country. Like, I wasnt born in this country. Im Hispanic. I dont view myself as being targeted. I became an American citizen the first opportunity I could, Moreno stated. This is not about being anti-Hispanic. This is saying you are not you werent invited into the country. You broke in, and its not, Oh, were gonna forgive you. Its like, No, you have to leave.
