Her comments sparked a heated exchange with Republican Representative Byron Donalds of Florida, during which Tlaib launched a personal attack on her Republican colleague.
Cuomo criticized Tlaib's conduct, asserting that she had clearly violated a House rule by engaging in an "ad hominem" attack. He stated, "By the way, I think Rashida Tlaib totally violated [a rule] and should be censured for the other day and how she was acting on the floor of Congress? On the floor of Congress, youre not allowed to launch ad hominems, attacks against another member."
Cuomo drew parallels to courtroom decorum and sanctioned debates, emphasizing the importance of maintaining civility and respect in political discourse. According to the Daily Caller, Cuomo further elaborated, "Because we know that decorum has to be enforced if your goal is decency and cogency. Thats why."
Representative Donalds, who was the target of Tlaib's remarks, took issue with her use of the term "fascist," which he found deeply offensive. He questioned, "Do I look like a member of the Third Reich to you, Ms. Tlaib?" and repeatedly described her comments as "way out of line."

Tlaib, however, continued to escalate the situation, shouting, "Free D.C.! Free D.C.! And make sure you vote with your own voting card. Dont be giving it to somebody else." Her outburst underscored the charged atmosphere of the hearing.
