This message, intended to address concerns about safety, now takes on a different light in the context of the allegations against Dugan. The judge faces charges of obstructing an official proceeding and concealing an individual to prevent discovery and arrest, as detailed in a criminal complaint.
The incident unfolded when federal agents from ICE, FBI, CBP, and DEA sought to detain Flores-Ruiz, a Mexican national without legal status, after his court appearance on April 18. Flores-Ruiz was facing three misdemeanor battery charges for allegedly assaulting two individuals. Instead of facilitating the arrest, Judge Dugan reportedly instructed the officers to visit the chief judges office and subsequently guided Flores-Ruiz and his attorney through a restricted jury door, effectively circumventing the agents stationed in the public area.
