Targeted Justice, a civil liberties group advocating for victims of illicit surveillance and harassment, has issued a stern letter to the Secretary of the Department of Homeland Security (DHS), Kristi Noem.
The group is demanding an immediate cessation of what they term as "un-American and illegal" programs sponsored by the DHS.
The letter, authored by Ana L. Toledo, Esq., Vice President and Counsel for Targeted Justice, accuses the DHS of masterminding an extensive network of surveillance, harassment, and psychological operations via Fusion Centers. These operations, according to Toledo, target innocent Americans under the pretense of counterterrorism.
The letter alleges that the DHS is secretly funding a campaign against more than 300,000 Americans who have been unjustly included in the FBIs Terrorist Screening Database (TSDB).
Targeted Justice, citing audits by the Department of Justice (DOJ) Inspector General, claims that 97% of the individuals listed in the TSDB have "no known ties to terrorism." The group argues that the list is being used as a weapon to silence whistleblowers, political activists, defendants from the January 6th incident, and parents protesting at school boardsgroups Toledo refers to as "enemies of the Deep State."
According to the letter obtained by The Gateway Pundit, Toledo writes to Secretary Noem:
"Under the policies established by President Donald J. Trumps February 18, 2025 Executive Order titled 'Radical Transparency About Wasteful Spending,' I bring to your attention the un-American and illegal activity orchestrated and funded by the Department of Homeland Security. I urge you to order an immediate halt to these activities."
Toledo further quotes Senator Rand Paul's statement during Noem's confirmation hearings, in which he said, "There is not a single comprehensive list to address all the collaborative relationships that the department and its components engage inthat we cant describe them."
The letter suggests that the DHS's refusal to describe some of these "collaborative relationships" to the Homeland Security Committee is because many of them are blatantly illegal and violate the Fourth Amendment, trampling over the most basic civil and human rights of those illegally targeted by the government.
The allegations by Targeted Justice coincide with their ongoing $1.3 billion lawsuit against the Biden administration's Department of Justice (DOJ), Federal Bureau of Investigation (FBI), and DHS. The lawsuit, filed in the U.S. District Court in Houston in 2023 (Case 4:23-cv-1013), alleges the existence of a secretive "McCarthy Blacklist" within the FBIs Terrorist Screening Database (TSDB) used to harass and torture civilians.
Victims named in the lawsuit claim they have no means to clear their names, no charges filed, no evidence presented, and no access to legal remedies. The case centers on violations of the 4th, 5th, and 6th Amendments.
The lawsuit also contains disturbing allegations that "microwave weapons" and other forms of directed energy technologies have been used on innocent civilians. This has reportedly resulted in unexplained injuries, psychological trauma, and symptoms akin to the so-called "Havana Syndrome" reported by U.S. diplomats overseas, which was blamed on Russia.
The group's documentation includes images of victims with skin lesions, purportedly consistent with non-lethal weapon testing. They further allege that the list has been disseminated to law enforcement through the National Crime Information Center (NCIC), where targets are flagged under vague "handling codes," leading to innocent civilians being labeled as "suspected terrorists".
Toledo also praised America First Legal for demanding transparency, commending its formal request to Director of National Intelligence Tulsi Gabbard to declassify and release the Biden administrations secretive domestic surveillance and censorship blueprint.
It's worth noting that several Federal Air Marshal (FAM) whistleblowers have previously exposed that Tulsi Gabbard was enrolled in the controversial Quiet Skies program, a TSA initiative that uses air marshals to track and observe suspicious passengers.
