San Francisco has embarked on a novel initiative, endorsed by Democratic California Governor Gavin Newsom, which introduces a system of issuing speeding tickets based on the violator's income.

This innovative approach, known as the Speed Safety System Pilot Program, was sanctioned by Newsom in October 2023. It empowers municipalities throughout California to deploy speed cameras for the purpose of fining drivers. A notable feature of this program is the provision of substantial discounts on fines for those deemed to have lower incomes.

As reported by Fox News, the San Francisco Municipal Transportation Agency outlines that speeding violations can incur fines ranging from $50 to $500. However, individuals whose household income is at or below 200% of the federal poverty level qualify for a 50% reduction in their fines.

Furthermore, those classified as indigent or homeless are eligible for an even more significant discount of 80% on their speeding tickets. The program officially commenced on March 20, with 33 speed cameras installed throughout the city, although only about half are currently operational.

During the initial 60 days of the pilot, these cameras will serve as a warning system, notifying drivers of their speeding infractions without imposing fines. After this period, monetary penalties will be enforced for those exceeding the speed limit by more than 11 mph. The placement of these cameras is strategic, targeting "high injury" zones where a mere 12% of San Francisco's streets account for a staggering 68% of traffic-related severe injuries or fatalities.

The program's fact sheet emphasizes that the cameras have been distributed "in an equitable fashion," ensuring that no specific neighborhood is unfairly targeted. "The program is intended to benefit all communities and not single out any particular neighborhood," the document asserts.

San Francisco is not alone in this endeavor. The Los Angeles Department of Transportation is set to implement a similar program in 2026. This initiative will also focus on curbing speeding, with an alternative for low-income individuals to engage in community service in lieu of paying fines.
