A report by the Daily Signal has revealed that a significant number of male inmates identifying as female within the Wisconsin prison system have been convicted of at least one sexual offense.

This information was obtained from the Wisconsin Department of Corrections by the Heritage Foundations Oversight Project through a public records request.

The data indicates that of the 161 male inmates in the Wisconsin Department of Corrections facilities who self-identify as transgender, 81 have been convicted of at least one count of sexual assault or sexual abuse as of late July 2023. This represents a staggering 50.3% of the total.

The nature of the crimes committed by these inmates is diverse and includes sexual exploitation of a child, sexual exploitation by a therapist, forced viewing of a sexual act, rape, non-consensual sexual intercourse, incest, sexual intercourse with a child, indecent behavior with a child, enticing a child, among others.

While these figures are alarming, the Wisconsin Department of Corrections has reportedly noted that these inmates may also have been convicted of other non-sexual crimes.

In response to these findings, Mike Howell, director of the Oversight Project, stated, Men belong with men and men only in prison. Putting sex offender men claiming to be women in cells with women is another reason the world laughs at Americas moral decline. Prison is for punishment, not degenerate sexual behavior.

The Department of Corrections has not provided specific details on the housing of transgender inmates in the report. However, a government of Wisconsin document provides some insight into the placement of inmates who self-identify as the opposite gender, referred to as "Gender Dysphoria (GD)" inmates.

The document outlines that "all sites are approved for transgender and intersex inmates" with the exception of six specified facilities. It further states that "facility and housing assignments shall be made on a case-by-case basis, considering the inmate's health and safety as well as potential programming, management and security concerns."

The document also clarifies that if an inmate has undergone sex reassignment surgery prior to imprisonment, their placement will, in most cases, align with the reassignment treatment. However, "self-inflicted genital mutilation" is not recognized as a form of gender reassignment. The placement and "programming" of each individual is reassessed every six months.
